This stands for Deutsche Bundesbahn, 82 is the year of manufacture. An end of train marker lamp from the Deutsche Bundesbahn, the name used by the railroads in Western Germany following partition in 1948 up until shortly after reunification.
There is a red lens that would face towards the rear at night, the opposite side has a white or clear lens that could be turned towards the rear of the train if it had to back up.
